In Korean Sileyejiman… is used at

the beginning of a sentence to be polite in asking a question. 

It is a formal expression used with people that you are not acquainted with. 

For example, if you would like to know someone’s name you may say 

“Silyejiman, what is your name?” The word literally means “excuse me but”.
