Healthy and Safe Winter Project for Yeonsu-gu Residents






Yeonsu-gu will cheer you up for your happiness and safety with all of its residents’ strength.




1. For a healthy and safe winter, Yeonsu-gu is promoting “Snow Removal Comprehensive Plan” to prepare for a disaster or accident this winter.


Promotion period for Yeonsu-gu snow removal: December 1, 2015, to March 15, 2016 (longer if necessary)

Yeonsu-gu operates a center to prevent snow damage for quick snow removal in winter. As preparation, the center has 1,173 tons of de-icing salt such as green de-icing material and calcium chloride and 42 pieces of snow removal equipment, including dump trucks, small spreaders and water sprinklers, for quick snow removal on main and back roads. Staff designate snow removal zones by area and conduct road and emergency duty by stage to allow quick removal of snow from the beginning. <Construction Division 749-8527>





The center to prevent snow damage also runs an advanced base to pre-position equipment and manufacture saline water for snow removal. We will achieve emergency duty readiness by stage depending on the amount of snowfall and strive to protect the safety of residents, like allocating workers at sites. Also, we will try to remove snow early by operating a patrolteam and announcing emergency duty on weekends and holiday periods in advance, thereby identifying sections where snow removal is necessary or where road surfaces are freezing after patrolling vulnerable areas.



2. When it snows, we’ll remove it in the following ways

- Install an auto snow removal system in sections vulnerable to snow damage

We can install remote control equipment spreading the saline water so it can automatically spread the saline water when it snows.

• Location: Yeonsu Overpass, Cheongneung Intersection, Ongnyeon-dong Neungheo-daero area, Songdo High School and Chukhyeon Elementary School area

- Main Roads

We have a snow removal route for snow removal equipment and install a calcium chloride spreader for immediate snow removal.

• Spreading saline water in advance and removing remaining snow with two saline water sprinklers filled with saline water

• Removing snow after installing shovel in snow removal equipment and cooperating with civil equipment providers if more than 10cm of snow falls

- Back roads

• Removing snow by using small calcium chloride spreaders at each community service center and mobilizing workers - Installing 278 boxes filled with snow removal materials on steep hills and areas prone to snow freezing (usable by residents)

- Sidewalks

• Removing snow on sidewalks by mobilizing community service center staff

• Allowing residents to participate in snow removal under self-snow removal movement



3. Remove snow for own safety - perform snow removal in front of my house or store

According to <The Ordinance on Removing Snow and Ice by a Building Owner>, one should remove snow in front of his or her own home or store within three hours after snow stops in daytime and by 11 a.m. the following day in night time. If a building owner lives in the building, the responsibility for removing snow is in the order of the owner, occupant and manager. If the owner lives elsewhere, the responsibility lies with the occupant, owner and manager in that order.

- Scope of snow removal

• For sidewalks, the whole section adjacent to the land of a building (entire sidewalk)

• For back (less than 12m in width) and pedestrian roads, the center line or area of the road adjacent to the land of the building


4.Good tips!

- How to remove snow in eco-friendly manner

De-icing materials guarantee normal commuting hours and reduce accidents due to freezing

in winter! We usually use calcium chloride as de-icing materials, and though convenient, it does have side effects and causes environmental pollution.

So more people are growing fearful over using calcium chloride. If absorbed into the soil, it could prevent plants from growing as well as corrode facilities and cars and cause respiratory disease. Thus, calcium chloride has major influence on the environment and human body. So interest in growing in the green way of snow removal like agents using natural minerals or food waste and road with heat wires installed. These means, however, are not common since they are too expensive or take too long to clear snow.

Someday, economic and effective materials for eco-friendly snow removal will be developed.

Yet our efforts are the most environmentally friendly way to remove snow so far. By taking a moment of effort for your family and neighborhood, you can ensure a safer and cleaner winter in front of your apartment or store.


- Preventing freezing of water pipes

• Seal the joint of a water pipe and wrap old clothing around the water meter box.

• Cover lagging materials over the top and seal it with a vinyl cover.

• Let the tap water slightly drip when out of the house for a long time or if the mercury is exceptionally low.

• If water pipes are frozen, use a hair dryer or warm to hot water to defrost (warning: a temperature of 50℃ or higher could cause heat damage)

Report to Waterworks if pipes are frozen and glass is broken.

- If snowfall is heavy

Drivers of motor vehicles should

• Use public transportation instead of private cars.

• Put safety equipment (chain, sandbags and shovel) in vehicle.

• Drive slowly and check road conditions via radio or TV.

• Secure a safe distance from other vehicles due to extended braking distance.

Pedestrians should

• Wear non-slippery shoes like sneakers.

• Not put hands in their pockets to prevent falling.

• Cross streets only after checking if cars have stopped.
