Everyone owns a smartphone these days. According to the report by the U.S. investigation agency Strategy Analytics, Korea’s smartphone distribution rate per population was 67.6% last year and ranked highest in the world! Korea’s distribution rate is extraordinary compared to the world average of 14.8%.


This means that 6 out of 10 people own a smartphone. Smartphone ownership makes life more convenient and interesting!


Yeonsu District Office will use the smartphone to enact the living discomfort civil complaint system beginning January 2014.


“Living discomfort smartphone complaint” uses an application created by MOSPA and allows for receipt of living discomfort complaints, such as illegal parking, illegal waste dumping, road destruction, etc.


Especially concerning illegal parking, the civil petitioner can take pictures of the violating vehicle beginning January 2014 that will then be fined.


Violating vehicles include vehicles parked without the driver for longer than 10 minutes on the sidewalk, crosswalk, bus stop, crossroad, bicycle lane, and children protection zone during the weekday from 8:00AM to 8:00PM except during lunchtime between 11:30AM and 2:00PM.


To submit a complaint, use the “Living discomfort complaint” application, select illegal parking complaint, input title and content, attach first and second pictures, register the location, and submit.


The complaint pictures must include the license plate number and place of violation as well as the time when the photo was taken. The first and second pictures must be taken at least 10 minutes apart. 


The District will acknowledge the illegal parking situation only when reported within 2 days and will determine whether a fine will be levied or not after confirmation by the official in charge.


The District official has stated that the “Living discomfort smartphone civil complaint for illegal parking will help improve traffic culture.”



Beginning January 2014, there will be a fine levied for illegal parking upon reporting by 

a district resident through the “Living discomfort smartphone.”



Vehicles subject to reporting: vehicles parked without the driver for longer than 10 minutes

                                                       on the sidewalk, crosswalk, bus stop, crossroad, bicycle lane,

                                                       and children protection zone 



Violation times: weekdays from 8:00AM to 8:00PM / 

                                except weekends, holidays, and during lunchtime between 11:30AM and 2:00PM.


Method of complaint: Open “Living discomfort complaint” application → select civil complaint → input title and content → attach first picture → attach second picture → register the location → submit.


Matters of concern

- The complaint pictures must include the license plate and place of violation as well as the time 

  when the photo was taken. The first and second pictures must be taken at least 10 minutes apart.

- Pictures taken through the “Living discomfort complaint” application will include the time.

  If taken through other means, make sure the date and time is available through applications 

  such as Date Print or Date Camera.

- Reporting through fabricated pictures will be considered fabrication of official documents.

- This only applies to reporting that was made within 2 days of the violation.

- Whether a fine will be levied or not will be determined after confirmation by the official in charge.
