On the 29th of last month, Yeonsu-gu, which marked the first year of self-government in Incheon by the conversion of residents' self-government for all dongs last year concluded the second annual general assembly of residents online including the last assembly in Songdo 5-dong.
In spite of the difficult situation of COVID-19, it has been 40 days since the first general assembly in Songdo 2-dong, which was held on July 19th, and an online general assembly using YouTube for each dong as well as a referendum.
The residents' assembly is the core decision-making body of the residents' self-government, and it is a practical public forum for residents' self-government, where residents directly discover projects, select planned village projects through direct voting, and organize budgets to bring about changes in the region.
47,550 residents participated in this year's general assembly, recording a voter turnout of 14.1%, up 3.3% from last year. In total, 123 projects including dong participatory type, dong planning type, and Incheon city residents' self-government type were selected for the resident participatory budget project of KRW 2.78 billion.
By type of project, ▲Participatory type: KRW 2.198.86 million for 45 cases, ▲ Plan type: KRW 361.6 million for 58 cases, ▲ Residents’ self-government type: KRW 225.51 million for 20 cases etc.
By project scale, ▲Okryeon 1-dong Children’s Park maintenance (KRW 300 million), ▲ Cheonghak-dong Dulle-gil Trail (KRW 200 million), ▲ Seonhak-dong Single Bungle Seunggicheon Photo Zone (KRW 142.5 million), ▲ Songdo 1-dong public site sculpture (KRW 103 million), ▲ Improvement of the safety of the fountain at the Okryun Shelter in Oknyeon 2-dong (KRW 120 million), ▲ Repair of the Happy Road in Dongchun 2-dong (KRW 110 million)
In addition, various projects were selected as projects specific to each dong, such as mural painting, senior village art team operation, and village festivals, which are projects directly carried out by the residents' self-government, and various projects such as park environment improvement, installation of illegal parking enforcement cameras, and bicycle road maintenance as participatory projects.
The voter turnout for each dong for project selection was the highest in Yeonsu 3-dong and Yeonsu 2-dong, with 26.8% and 26%, respectively. Songdo 4-dong was 19.5%, Dongchun 1-dong and Dongchun 3-dong 18.4%, and Dongchun 2-dong 16%.
Yeonsu-gu has been preparing for a contactless online general assembly this year, following last year, as on-site events have become difficult due to the strengthening of the 4th level of social distancing due to COVID-19.
In particular, in order to select the discovered participatory budget project, the operation of on-site polling stations was minimized, and contactless mailbox voting, Naver form online voting using QR codes, and referendum through the online apartment building platform Mobile were conducted.
In addition, using an online streaming platform such as YouTube for each dong, the minimum number of people sent videos about the operation of the residents' general assembly plan reports, announcement of voting results, and commendation for meritorious people in a temporary studio in the autonomous center.
Participating budget projects of KRW 2.78 billion in 123 cases selected through the residents' general assembly will be organized and implemented into self-government planning projects and district promotion projects for each dong next year after passing through the Gu resident participatory budget general assembly and the public-private council.
